Dear Mr. Waas,
The family of Hester, our foster child, appears to understand the situation very poorly. Hester is an underage child and I am her foster father, with all the rights and obligations of an official guardian. So far nobody of the family has considered it necessary to verbally or by writing turn to me. With Hester, there are all kinds of discussions and conversations and plans made outside of my knowledge. Therefore, I do not give Hester the permission to visit the family unless they connect with me by telephone or by writing for a conversation. If you do not agree with this way of business you can get in touch with the Bureau OPK in Haarlem to Miss Nathan.
